About "The Bayon Charter"
"The Bayon Charter" is the fundamental view for the future conservation and restoration project of Bayon for JSA, which we have found through the series of the Bayon Symposium. It is also a part of "The Master Plan for the Conservation & Restoration of the Bayon Complex" "The Bayon Charter" is also hoping to become the new guideline for the conservation and restoration of the Asian world cultural heritage, through experiences at Angkor and other experiences since previous proclamations, while on the other hand it succeeds the "Venice Charter" and "The Nara Documentation on Authenticity".

The Problem of Conservation & Restoration of Bayon What of? To what Extent? How? Whom will?--- Preserve & Utilize the Bayon temple?

The Bayon Symposium (since 1996) As various technical problems for the conservation and restoration of Bayon are related to the whole Angkor monument, the symposium provided an important forum to exchange opinions by calling for participation of teams from every country. Also this symposium does not intend to settle the problem within Angkor itself, but it also intends to learn from the relevant precedents in the world and to consider Angkorﾕs conservation and restoration problems from a world wide viewpoint. Specifically we had positive participation by international experts who have esteemed experiences and noticeable result from the conservation and restoration work in other important monuments of the world.

Extracting the "Fundamental Principles for the Conservation & Restoration, Utilization of the Bayon"

The purpose of the first Bayon Symposium was to begin communication with all experts who was engaged in the Bayon conservation and restoration activities. Since then, through out the annual symposium, it can be thought that we have discussed widely and significantly, how we shall confront with Bayon. Here we would like to show how we are reaching to the fundamental principles for the conservation and restoration, utilization of the Bayon, toward the establishment of "The Bayon Charter" It is an analysis of the fundamental policy for the conservation and restoration project which we have discovered through the past Bayon Symposium.

1. About the Major Reports & Discussion of the Bayon Symposium
We can summarize and categorize the major reports and discussions of the past Bayon Symposium(1st-7th) into 11 items. Starting with the matters with "The Master Plan for the Conservation & Restoration of the Bayon Complex" , succesive discussion was held from a wide point of view concerning to "Bayon", not only on the researches of the history and restoration techniques, but also about the existing significance of Bayon and compartive studies with international cases. (refer to II)

2. About the Recommendations of the Bayon Symposium
Each recommendation of the Bayon Symposium is announced based on the major reports and discussions of each time. Here we have analyzed the trends of the reports and discussions, and then summarized and categorized the recommendations of the past 7 times. As a result we came up to 7 items. We concentrated on solving many mysteries and problems concerning to Bayon and at the same time it was strongly requested to share these research information broadly and bringing up Cambodian experts whom will represent for the future. Here the importance of balancing with the regional planning was also required. These items will be reflected on "The Master Plan for the Conservation & Restoration of the Bayon Complex" (refer to III)

3 Consideration from the Major Reports & Discussion, Recommendation of the Bayon Symposium
Regarding to the matters from the major reports and discussions and recommendations of the Bayon Symposium, can be considered as next.

The restoration activities at Bayon is based on the specific researches of the historical value and the peculiarity. It can be considered that these restoration activities should proceed by the accurate understanding of the collapse mechanism and the respecting of originality from such original elements and building structural method. To achieve this, it is essential for the specific education of the young generation, and at the same time considering the fact that nowadays is an information-oriented society, it is necessary to promote mutual understanding in the international society.

Also, by considering the significance Bayon has in the Angkor monumental area, we must aim to propose the preservation of the entire natural and social environment. A sustainable development of the regional society is desired from the contribution for the monuments from the conservation and restoration activities.

Concluding from above, for the establishment of the Bayon Charter, a draft idea of "The Fundamental Principles for the Conservation & Restoration, Utilization of the Bayon" is shown on the next chapter V.
